Native flora protection program for Sanok District against invasive species and their spreading limitation and penetration in the area of “The International Biosphere Park East Carpathians", implemented under the support provided by Iceland, Liechtenstein and Norway through the Financial Mechanism of the European Economic Area 2009 - 2014, the Operational Programme PL02: Protecting Biodiversity and Ecosystem.

The total eligible cost: 1 219 201 PLN

The value of the grant: 1 036 321 PLN (85 % of eligible costs)

Downpayment: 184 000 PLN (15%)

The source of funding: the Financial Mechanism of the European Economic Area.

The Operational Programme: The Operational Programme PL02: Protecting Biodiversity and Ecosystems. Outcome 2: Increased resistance to the pressure of native ecosystems of invasive strange species under the Financial Mechanism of the European Economic Area 2009 - 2014.

Period of realisation: April 2014 - March 2016.

The entity implementing of the project: the District of Sanok.

Project Partners: the Commune of Besko, the Commune of Bukowsko, the Commune of Komańcza, the Commune of Sanok, the Commune of Sanok Town, the Commune of Tyrawa Wołoska, the Commune of Zagórz, the Commune of Zarszyn, the Forestry Management inKomańcza, the Scientific-Technical Association of Engineers and Technicians of Agriculture - Department in Rzeszów.

Description of the problem:

Invasive strange species have a negative impact on the environment, transforming it and displacing native species. Quite often they cause economic damages (12 billion euros per year in the EU - data of the Ministry of the Environment), and even they threaten of human health, such as Sosnowski Borscht. At the EU level and in the individual countries are established special legal instruments (e.g. the Regulation of the Ministry of Environment from 9th September 2011, regarding to plants and animals of strange species) in order to prevent the negative effects of invasive species spreading. Many of these species are unknown to the public closer. Some of them, because of their aesthetics or functional attributes are spreading by men. Due to changes in using or omission of the current farming, habitat transformations increase chances of settling of many strange species. Sometimes the lack of a knowledge about the biology of species and the invasion process makes it difficult to the combat of species.

Actions taken:

In 2012, during the Convention of Administrators and Mayors of Sanok District was reported the problem of the presence of invasive species, including Sosnowski Borscht and the necessity of taking steps to prevent the settling of this plant.

The application documentation has been prepared for the Operational Programme Protection of Biodiversity and Ecosystems under the Financial Mechanism of European Economic Area 2009 – 2014.

In April 2014, the project has received funding with the date of completion to March 2016.

The area of the project is ​​the District of Sanok region, in particular covering the different forms of protection such as nature reserves, protected landscape areas, landscape parks, NATURA 2000 area.

Target groups:

- Direct impact: Sanok District residents, people who own real estates in the District of Sanok,

- Indirectly: tourists staying temporarily in the District of Sanok.

The general objective:

The increase of native ecosystems resistance to the pressure of invasive strange species.

Specific objectives:

Raising awareness among residents about the impact of invasive species on native plant species in the District of Sanok;

Inhibition of growth and penetration of Sosnowski Borscht in the area of ​​the district and The International Biosphere Park in the Eastern Carpathians;

Describing of protected and rare species located on the district area;

Forms of studies: surveys carried out in communes, photos, reports, scientific documentation.

Results of the project:

- The number of people who have increased the level of a knowledge about the invasive species,

- The size of the area where the work has been done connected with the reduction and/or liquidation of invasive species,

- The size of the area where the study of invasive species was performed,

- The number of prepared scientific research,

- The number of scientific publications.
